Policy 3.27: Seizure of Buildings and Disturbances on Campus

In view of disturbances which have occurred on campuses of higher learning and at the secondary level, the Trustees of Haywood Community College unanimously are of the opinion that procedures relative to the demeanor and personal conduct of all members of the Haywood Community College family should be clearly spelled out.

It is the policy of this College that members of the student body, faculty, and administration should have an opportunity to present matters to the administration, including any grievances that they may have. To accomplish this end, listed below are the methods that students and faculty members can use to have a voice to the administration.

Students have a voice to the administration by the following:

  1. Membership on the Executive Advisory Committee
  2. Membership on the Board of Trustees
  3. Personal interviews with any member of the Administrative Staff

Faculty members have a voice to the administration by the following:

  1. Membership on the Executive Advisory Committee
  2. Personal interviews with any member of the Administrative Staff

Haywood Community College recognizes peaceful picketing and demonstration as a legal means of expressing dissent or a point of view and that persons so engaged are entitled to protection under the law. However, picketing or demonstrating must not jeopardize public order or harass organized meetings in such a manner as to deprive speakers of the right of expression. Such activity must not interfere with the regular classroom, laboratory, or office activity. This is considered an unlawful act.

Should any interruption of organized process of business, training or occupancy of Haywood Community College space occur, the following process will be followed:

  1. Haywood Community College administrative personnel will ask the demonstrator, picketer, or others involved, to cease and come to order. Repeat, if necessary.
  2. After a reasonable length of time, the following procedure will be taken:
    1. HCC Security will be notified to clear the campus of the law violators.
    2. If the situation warrants further assistance, Clyde Police will be called to assist HCC Security personnel.
    3. If it is felt to be out of control, the Haywood County Sheriff and Highway Patrol will be notified.
