Policy 3.29: Solicitation and Public Assembly

Haywood Community College (HCC) recognizes that solicitations and requests for public assemblies occur in numerous forms, formats, and techniques. For the purposes of this policy, these activities are defined as requests to address all or portions of the College community to express social, political, religious or other views; to disseminate written materials; or to request, accept, or collect donations or contributions.
Any individual, organization, agency, or group that desires to solicit or assemble on any property which is owned, leased, or operated under the jurisdiction of the College is required to comply with College procedures. The College respects the rights of freedom of speech, petition, and peaceful assembly and shall reserve the right to restrict the time, place, and manner of expression of any activity on property owned, leased or operated under the jurisdiction of the College. Any acts that are disruptive to normal operations of the College including but not limited to instruction, College business, or actions which interfere with the rights of others will not be tolerated. Faculty, staff, and students engaging in disruptive activity may be subject to disciplinary action. Any participant in a disruptive activity may face criminal charges.
