Policy 4.6: Live Projects by Department

In order to provide students with hands-on, clinical experiences, Haywood Community College shall incorporate live projects into its instructional programs as allowed by and in compliance with 23 NCAC 02D .0310, Live Projects and NCCCS policies and rules. Each live project shall be approved by the Vice President of Academic and Workforce Development prior to implementation, ensuring that each project is in compliance and that it meets the following criteria:

  1. Live projects are educational programs (a) in which students as part of their educational experiences repair or remodel equipment not owned by the institution and in which the owner of the equipment must pay for all parts required; or (b) that produce goods that are sold or services for which charges are made, such goods or services being the normal and necessary product of learning activities of students.
  2. The clientele served in providing clinical experience for students shall be limited to students and employees in the North Carolina Community College System so far as possible. Where, however, outside clients become necessary in order to provide enough experience to carry out educational programs, clients shall be selected from the general public on the basis of standing criteria adopted and published by the college, not inconsistent with State Board rules.
  3. As appropriate, a fee is set for products and services as needed to cover the operating expenses of each live project, including the cost of materials and/or products consumed by the activity, plus a reasonable overhead cost.
  4. Strict accounting and reporting procedures ensuring full disclosure of all goods used, repaired, or sold and the receipts of funds from the sale of goods or services are appropriately receipted and deposited in a timely manner with the Haywood Community College Business Office and/or with other NC State offices as defined in 23 NCAC 02D.0310 and the policies and rules of the NCCCS.
  5. In accordance with 4 (above), a local fund reserve may be generated and maintained from the overhead income; such funds can not be used toward the salaries of permanent employees who are paid from state or local budget appropriations. As authorized by the Haywood Community College Board of Trustees, local reserve funds may be used to (a) purchase additional materials/supplies for future approved live project activities, (b) repair and purchase equipment, (c) enhance instructional facilities (d) and other expenditures that will provide direct benefit to students.
