Policy 6.14: Adverse Weather and Emergency Closings

During situations such as natural disasters, emergency incidents or inclement weather, the president has the discretion to alter the operating schedule of the College as needed. The president will take steps necessary to deal with the situation and employees will be notified of one of the following options:

  1. College continues operations on a normal schedule
  2. College operates on a delayed schedule for students and employees
  3. Optional work day for employees, but closed for students (could also be on a delayed schedule)
  4. College discontinues operations until further notice

For the time period May 19 - June 30, 2010, employees will be required to make up any time missed due to college closures.

Effective July 1, 2010, employees will be required to take leave or to make up missed work time for options 2 and 3 above.  In the case where option 4 is enacted, the president or designee has the discretion of declaring up to 16 hours per fiscal year as missed work time without makeup or leave required. Unless that is so declared, all missed time in options 2, 3, and 4 must be either made up or taken as leave. Employees must make up work either remotely or at the designated work site (if job mandates), as approved and documented by their immediate supervisor and consistent with overtime rules under Federal FLSA regulations and course audit requirements specified in NC Administrative Code and NCCCS memorandums. If the employee and supervisor agree that work cannot be made up, the employee has the option of taking annual leave, bonus leave, compensatory time, or leave without pay.

In this spirit, it is anticipated that faculty and staff members will make every effort consistent with their own safety to be at work, especially those individuals responsible for the provision of essential services.

Special Provisions

The aforementioned situations pertain to the college needs. During the event that the college is closed as part of an official disaster (as declared by the Governor), employees will be notified of the situation and of state guidelines for work requirements.
