Procedure 3.21.1: Policy and Procedure Development and Adoption Procedure

This procedure shall apply to policy development and adoption of any Board policy; development of procedures will also follow these steps except procedures do not need Board of Trustee approval.

  1. Revisions to current policy and development of new policy

    Revisions to current policies and development of new policies require final approval of the Board of Trustees of Haywood Community College. The following steps will be followed in the revision and development of policy:

    1. Identification of any need to revise current policy or adopt new policy may arise from changes in Federal and or State law, North Carolina Community College System requirements, HCC campus needs, local community, etc.
    2. The College President will direct the Haywood Community College Administrative Council to revise current policies or to develop new ones. (The Administrative Council is led by the President and is comprised of the vice-presidents and others appointed by the President.) The appropriate Administrative Council member(s) will take the lead for revision/development as it relates to areas of responsibility. This process will involve groups/departments/divisions impacted by the proposed action(s) to the extent necessary as well as, but not limited to, seeking benchmarks at other institutions and input from the community. Revisions may occur at any point in the development process.
    3. The lead Administrative Council member(s) will submit the draft of the proposed policies to the President and the Administrative Council for approval. Upon approval, the draft of the proposed policies will be disseminated to the college faculty and staff for further review and input for a period of ten business days.
    4. The President’s Office will distribute all proposed policies via college email to college staff and faculty and place a hard copy of the proposed policies in the college library. Staff and faculty will be invited to provide input about the proposed policies during the specified ten working days. The input will be collected by the President’s office.
    5. The Administrative Council will review the input and as appropriate, further edit the language of the proposed policies. After endorsing the proposed policies (reflective of any new edits), the Administrative Council will present them to the President. At this juncture, the College President has the following options:
      1. Approve the proposed policies as drafted and submit them to the appropriate Board of Trustees’ Committee.
      2. Choose not to proceed with the policies as drafted and present an explanation in writing to the Administrative Council; this in turn will be shared with those individuals previously involved in the draft process.
      3. Return the policy to the Administrative Council for additional work.
  2. Board Action

    The Board of Trustees will review and edit proposed policy as deemed necessary and in conclusion will have the following options with regard to Board action:

    1. Approve the policy as presented.
    2. Disapprove the policy.
    3. Refer the draft back to the President for additional editing.
