Procedure 4.1: Curriculum Course or Program Application Procedure

  1. Identify program/course of interest
  2. Analyze organizational structure to include new program of study in appropriate department/division
  3. Assign appropriate academic department faculty to review and research course/program of interest
    1. Determine relativity to college mission, vision, values
    2. Gather data
    3. Draft proposal
    4. Review program offering at other NCCC’s and national offerings
  4. Present proposal to Academic VP
  5. Initial notification to the President
  6. Review local, state, federal, and SACS guidelines for program development
    1. See attached guidelines for NCCCSO
    2. State and/or federal regulatory boards/agencies for field of study
    3. State/national certification agencies
  7. Establish projected calendar for implementing program of study
  8. Formal announcement to other CC’s and system office of a program planning notice for feasibility of program implementation
  9. Form advisory committee and establish meetings
  10. Research feasibility & interest in the program
    1. Complete employer/job opportunity surveys
    2. President sends impact notification to any NC community college offering the program of study
    3. Student/High School Student interest surveys
    4. Job market research, projections (ESC, DOL)
    5. Facilities (classrooms, offices, labs), equipment, technology, supply needs
    6. Establish source of start-up funding
  11. Develop a program of study
    1. Review local, state, federal, and SACS guidelines
    2. Develop course/program content on research
      1. Advisory Committees
      2. Job competencies review/research
      3. Collection of data from other colleges
      4. Outcomes review/research
      5. Develop new program/course descriptions
      6. Finalize draft of program of study
  12. Establish meeting with other colleges for input
  13. Modify program of study based on meetings\ with other college representatives
  14. Propose program of study to Curriculum Committee. Committee performs thorough analysis and determines how the program will align with college initiatives, entrepreneurship, sustainability, and creativity and design
  15. Modify program of study based on Curriculum Committee recommendations
  16. Present program of study to the President for analysis and recommendations
  17. If modifications needed, return to Curriculum Committee for changes and approval.
  18. Present program of study to Administrative Council for information
  19. Propose to the President for final approval to present to the BOT Committee
  20. Propose to Board of Trustees Education and Student Affairs Committee
  21. Propose to Board of Trustees
  22. Prepare final application to submit to NCCC System Office/NC State Board of Community Colleges (See Appendix A, NCCCSO System Office Program of Study Application Guidelines)
  23. Upon NCCCSO approval, notify SACS regarding Substantive Change. SACS will then notify us if prospectus is required for substantive change
  24. Notify Education and Student Affairs Committee of the Board of Trustees during annual formal report on SACS Substantive Change
  25. Implement program upon approval
    1. Develop and post description and outcomes for program and courses on WIDS
      1. Develop placement testing requirements
      2. Program/course learning outcomes
      3. Develop course syllabi
      4. Develop grid outlining courses in which program outcomes will be addressed
      5. Develop program goals for program review every year for the first three years, then every three years there after
      6. Develop assessment for program outcomes
      7. Add course evaluation process for POS
      8. Develop how general competencies will be integrated at the program and course levels
    2. Update following
      1. CIS Operating System
        1. Set up program of study
        2. Set up courses, sections
      2. Catalog
      3. Website
      4. HCC organizational structure
      5. Program review schedule
      6. Library holdings
      7. Publications
    3. Develop new publication materials/advertising
    4. Select and order textbooks
    5. Order supplies and equipment
    6. Add program of study to Recruiting and Marketing plan
    7. Develop budget and strategic planning websites
    8. Hire faculty/staff based on HCC policies & procedures and SACS guidelines
    9. Provide orientation to college, instruction, and student advisement
    10. Schedule courses/teach

Addition of New Course (s) (listed in the NCCCSO Common Course Library) to a Program of Study

  1. Department explores new course to be added to a program of study (course must be tied to a program of study per state standards).
  2. Department faculty incorporates new course (s) into existing program of study.
  3. Propose to Curriculum Committee for approval
  4. Propose to Academic VP for approval
  5. Revise program of study and submit to NCCCSO for approval
  6. Implement
    1. Update CIS
    2. Set up course, sections
    3. Change in catalog/website
    4. Course syllabi
    5. WIDS update: learning outcomes
    6. Library holdings

Not in CCL

  1. Instructor develops new courses
    1. Competencies/learning outcomes
    2. Course description
    3. Research course
  2. Department proposes new course to be added to a program of study by completing a combined course library request (course must be tied to a program of study per state standards).
  3. Curriculum Committee approval
  4. Academic VP approval
  5. Forward combined course library request to the NCCCSO VP of Academics for review by the Curriculum Review Committee
  6. Upon approval by the CRC, revise program of study and electronically submit to NCCCSO for approval
  7. Implement
    1. Update CIS
    2. Set up course, sections
    3. Change in catalog/website
    4. Course syllabi
    5. WIDS update: learning outcomes
    6. Library holdings
