Proposed Changes in the North Carolina Community College System

The State Board of Community Colleges frequently solicits comments about proposed changes. These solitations are posted here. 

The State Board of Community Colleges has initiated the rulemaking process to amend the following rule: 1E SBCCC 900.4 - Military Refund

The State Board of Community Colleges seeks to correct an administrative error when language that was previously stricken was included at the time the State Board of Community Colleges approved 1E SBCCC 900.4 - Military Refund. A copy of the proposed rule, with the changes indicated, is available through this link. Written comments on the rule must be received by no later than 5:00 p.m. on July 28, 2014. Any member of the public has the right to request a hearing on the proposed rules. Requests for a hearing must be received by no later than 5:00 p.m. on July 11, 2014. The State Board of Community Colleges (SBCC) voted to initiate the rulemaking process on August 15, 2014 to repeal 1A SBCCC 300.99 – “Instructional Service Agreements” and amend 1D SBCCC 300.97 – “Instructional Service Agreements” and 1D SBCCC 400.96 – “Instructional Service Agreements

The State Board of Community Colleges seeks to promote the ease of use for our community college stakeholders and to avoid duplication of rules. The proposed repeal and amendments are published on the NC Community College System's website, www.nccommunitycolleges.edu, under "State Board Code." Please see the attached Numbered Memo CC 14-027 with a copy of the proposed rules.  Any member of the public has the right to submit written comments on the proposed rules. Written comments on the rules must be received by no later than 5:00 p.m. on September 18, 2014. Any member of the public has the right to request a hearing on the proposed rules. Requests for a hearing must be received by no later than 5:00 p.m. on September 3, 2014. Written comments and requests for hearing shall be directed to the following address: Q. Shanté Martin, 200 W. The State Board of Community Colleges (SBCC) voted to initiate the rulemaking process to amend 1D SBCCC 400.2 – “Admission to Colleges” on August 15, 2014. 

The State Board of Community Colleges proposes to amend this rule to comply with statutory language and to create an exception to the open door policy based on federal regulations causing financial hardship, see 34 CFR § 600.99(c). The proposed amendments are published on the NC Community College System's website, www.nccommunitycolleges.edu, under "State Board Code." Please see the attached Numbered Memo CC 14-028 with a copy of the proposed rule. Any member of the public has the right to submit written comments on the proposed rules. Written comments on the rules must be received by no later than 5:00 p.m. on September 18, 2014. Any member of the public has the right to request a hearing on the proposed rules.
