Performance Measures

Beginning in 2013 (beginnng with data from the 2011-12 reporting year), the North Carolina Community College System Officebegan issuing a report on each community college's achievement on a set of Performance Measures

In 1993, the State Board of Community Colleges began monitoring performance data on specific measures to ensure public accountability for programs and services. In 1998, the General Assembly directed the State Board to review past performance measures and define standards to ensure programs and services offered by community colleges in North Carolina were of sufficient quality. The result of this process was a measure of college performance called Critical Success Factors (CSF). The current measure of college performance is called Performance Measures, which went into effect in 2013, beginning with the 2011-12 reporting year's data. 

In 2010, President Scott Ralls established a Performance Measures Committee to develop new performancebased student success measures to go into effect in 2013. The eight measures included in the Performance Measures are:
  • Basic Skills Student Progress*
  • GED Diploma Passing Rate*
  • Developmental Student Success Rate in College‐Level English Courses
  • Developmental Student Success Rate in College‐Level Math Courses
  • First Year Progression
  • Curriculum Completion
  • Licensure and Certification Passing Rate
  • College Transfer Performance

*Basic Skills Student Progress and GED Diploma Pass Rates are not performance funding components in 2013

The Performance Measures for Student Success Report is the North Carolina Community College System’s major accountability document. This annual performance report is based on data compiled from the previous year and serves to inform colleges and the public on the performance of our 58 community colleges.

The latest CSF report is available at: 2014 Performance Measures for Student Success. This report contains information for all colleges in the system. Archived copies of past reports can be found at NCCCS PublicationsThe data for these measures is generated by reports created at the college and submitted to the system office for inclusion in the NCCCS Data Warehouse, a repository of record for college information.
 
Because 2013 was the first year of the new Performance Measures, only two years of historical data concerning HCC's performance on these measures are available. These historical trends are provided in Table 1, below.
